The Federation of Southern Cooperatives/Land Assistance Fund Welcomes Frederick Carter as New Director of Finance

Atlanta, Georgia — The Federation of Southern Cooperatives/Land Assistance Fund is pleased to announce the appointment of Frederick (Fred) Carter as its new Director of Finance, effective November 17, 2025. Fred brings to the Federation’s executive leadership team a decade of progressive experience in accounting, in addition to his background in government financial management and nonprofit administration.



Fred holds a Bachelor of Business Administration in Accounting from Georgia State University and a Master of Business Administration (MBA) from Clayton State University. He is a Certified Public Accountant (CPA) licensed by the Georgia State Board of Accountancy and a member of both the American Institute of CPAs and the Georgia Society of CPAs.


Most recently, Fred served as Finance Manager for Fulton County Government. Prior to that, he was the Chief Financial Officer at Georgia Works, a nonprofit organization serving individuals experiencing homelessness in Georgia. He offers extensive expertise in government grants and federally funded programs, as well as knowledge of 2-CFR-200 government audit standards.


The Federation looks forward to the leadership and experience Fred brings to this role. His knowledge of financial management, governmental compliance, and nonprofit operations will contribute to the organization’s ongoing strength and support its continued ability to serve rural communities across the South.
